The purpose of this study is to develop and evaluate the effect of the Modul LuBu LoKa on the achievement of Mathematics for Year Four Fraction in primary schools. The methodology employed in this study is Design and Development Research (DDR). Three instruments used are the needs analysis instrument, module content evaluation instrument, pre-test and post-test. 320 Mathematics teachers were selected using random purposive sampling, whereas 120 Year Four pupils were chosen using convenience sampling. The pupils were divided into treatment group (N=60) and control group (N=60). The results of need analysis showed that there was a need to develop the Modul LuBu LoKa (M=4.15, SD=0.72). Modul LuBu LoKa achieved high validity (0.89) and reliability (p<0.001, r=0.659). Independent t-test showed that there was a significant difference between the achievement of treatment group in the post-test (M=50.33, SD=13.65) and the post-test of control group (M=33.17, SD= 10.97), t(60)=-7.594, p<0.002. Dependent t-test showed that there was a significant increase in the achievement in pre-test of treatment group (M=31.67, SD=11.67) to post-test (M=50.33, SD=13.65), t (59) =-11.055, p<0.001. In conclusion, Modul LuBu LoKa is effective in improving achievement of Fraction among Year Four pupils. This study implicated that Modul LuBu LoKa should be applied to all Year Four pupils who face difficulties with Fraction in Malaysia.
