Higher education institutions (HEIs) continue to struggle with the constant gap between strategic planning and actual performance execution. Lengthy annual reviews, rigid governance structures, and reactive decisions were among the contributing factors that also affect leadership. As such, this innovation proposes the Digital Adaptive SAP Governance (DASG) system, a digital governance architecture that integrates real-time analytics, adaptive decision rules, and leadership accountability into the university’s Strategic Action Plan (SAP) cycle. DASG uses an adaptive governance framework to create a continuous feedback loop. This loop analyzes data from many sources, such as student, academic, financial, and operational data, using descriptive, predictive, and prescriptive analytics. These insights automatically trigger leadership-approved adaptive responses, shifting the SAP from a static document to a dynamic, self-correcting digital ecosystem. The system is designed as a layered architecture linking enterprise data, AI-driven intelligence, governance filters, and adaptive dashboards for leaders. DASG offers a governance innovation that enhances transparency, agility, and KPI alignment while preventing strategic drift. The proposed innovation fills a critical gap in higher education digital governance by integrating leadership behavior, automated monitoring, and adaptive strategy execution. The expected outcomes include improved decision speed, reduced KPI variance, stronger institutional resilience, and readiness for commercialization as a modular digital governance platform.
